New Cabinet - Winners and Losers

Prime Minister Paul Martin announced his second Cabinet this morning. As with all Cabinet Shuffles, there are winners and losers:

Losers:

David Anderson: After more than a decade in Cabinet (most of that time at Environment), Mr. Anderson finds himself a backbencher, denied even a post as a Parliamentary Secretary. Mr. Anderson had become an ornery, combative Minister over the years, something Mr. Martin doesn't need in a minority situation.

Bill Graham: Mr. Graham spent most of his political career getting ready to be Minister of Foreign Affairs. Having achieved that senior Cabinet post he had only one way to go - down. Now he is Minister of Defence and is clearly unhappy about it.

Claudette Bradshaw: The Minister best known for her massive bear hugs has been bumped from her former dual role as Minister of Labour and Minister Responsible for homelessness and is now a Minister of State. Her blunt honesty has got her into trouble in the past, but her grasp on the issues surrounding the issue of homelessness have impressed nearly everyone.

Scott Brison: Proving it never pays to be a turn-coat, the PM has sent Mr. Brison into the hornet's nest as Minister of Public Works where he will have to defend the government's mishandling of public funds in the AdScam scandal. He'll be in the opposition line of fire from day one and as an inexperienced Minister, he may not last long.

Winners:

Ken Dryden: This rookie MP gets a low level Cabinet post on which to cut his teeth, but responsibility for one of the PM's pet projects - child care. Clearly, he is being groomed for something bigger in the future.

Ujjal Dosanjh: The former BC Premier gets Health. It is a challenging portfolio, but he is, without question, an incredibly competent individual who is up to the challenge.

Stéphane Dion: After being unceremoniously dropped from Cabinet by the PM last December, Mr. Dion is back, this time at Environment. It was probably not his first choice, but his sense of vindication will make this appointment particularly sweet.

Andy Scott: This former Minister returns to a full Cabinet post after his exile for having loose lips. His appointment proves that you can come back from a scandal.

John McCallum: This guy must have photos of someone in a compromising position. How else can you explain why this Minister - who has committed major mistakes in his two previous portfolios - is still in Cabinet. This is a huge victory for an accident-prone Minister who deserves to be on the back benches.
